Bump vite and @vitejs/plugin-react in /ui/frontend (#1640)

Bumps vite from 6.4.2 to 8.0.16 and @vitejs/plugin-react from 4.7.0 to 6.0.2.

Vite 8's rolldown-based bundler requires rollupOptions.output.manualChunks
to be a function rather than an object mapping chunk names to arrays of
module names, so vite.config.ts's vendor chunk splitting config was
converted accordingly.
