   Actually this is not a bug.
   Because when creating table, Doris will do the real "create tablet" task on BE, so that it MUST find enough backends with
   specified storage medium.
   But when doing alter table, it just modify the metadata in FE, so it will not check the storage medium on BE.
   You can treat this storage medium property as a "hint".
