[DISCUSS] Pulsar releases 4.0.11 and 4.2.2

Hi all,

I'd like to discuss initiating the next set of Pulsar maintenance
releases: 4.0.11 and 4.2.2.

Changes in branch-4.0 since 4.0.10:

Changes in branch-4.2 since 4.2.1:
https://github.com/apache/pulsar/compare/v4.2.1...branch-4.2

Please review the full change log links above for complete details on
all fixes and improvements included in these releases.

The supported release branches are 4.0.x (supported until 21 Oct 2027)
and 4.2.x (supported until 24 Sep 2026).

Unless there are any objections, I'll create release candidates for
4.0.11 and 4.2.2 as soon as possible.
