[PROPOSAL] Start process for AOO 4.1.5-RC1

I propose that we, "officially", start the ball
rolling in the process of releasing AOO 4.1.5.

As such, I encourage people to follow and
edit (as needed):

   https://cwiki.apache.org/confluence/display/OOOUSERS/AOO+4.1.5

with the goal of getting a 4.1.5-RC1 out "kinda soon" :)

Sounds good!

But before we think of an RC we must not forget this issue:

 - In openoffice.lst the update URL must point to 415:
   https://bz.apache.org/ooo/show_bug.cgi?id=127552#c3

Using the blocker flag, whether issues are considered critical blocker 
or not, is the one of the easiest ways to determine specific 
items/changes included in a release by querying BZ based on the blocker 
flag. Larger considerations/changes, like build changes and updates to 
external sources/libraries, aren't tagged this way, but they could be -- 
for easier record keeping.

thanks for the reminder. Now we have 4.1.5 blocker flag.

IMHO it's better than to work with exceptions that only live in mailing 
lists or in worst case only in our heads. ;-)

We have a process which was working good in the past, so let's use it. 
Then it's also easier to tracker the real changes and document them in 
the Release Notes.

This would be nice in theory. In practice, OpenOffice 4.1.4 was released 
mid-October and the dictionary update was published on November 1st: 
https://extensions.openoffice.org/en/node/17102/releases

English dictionaries has an updated release every month, but extensions
for AOo and LibO are only released every two months, unless there has
been a recent release, in which case the update extension release is
skipped.

In other words

English Dictionaries 2.55 was released on the first of December.

* No extension for LibO or AOo of English Dictionaries 2.55 will be
released.

*  English Dictionaries 2.56 will be released on the first of January 2018.
* An extension of English Dictionaries 2.56 will not be released for LibO;
* Unless an update of AOo is released in either December, or early
January, an extension of English Dictionaries 2.56 for AOo will be
released around 4 January 2018.

* English Dictionaries 2.57 will be released on the first of February.
* No extension for LibO or AOo for English Dictionaries 2.57 will be
released.

* English Dictionaries 2.58 will be released on the First of March.
* An extension of English Dictionaries 2.58 for AOo will be released
around 4 March.
* An extension of English Dictionaries 2.58 for LibO will be released
around 4 March.


The rational for skipping extension updates when a new version of LibO
or AOo is released, is to avoid the appearance of the program being
"broken", right after it is installed.

Are you accepting blockers? My only blocker would be the English 
dictionary update https://bz.apache.org/ooo/show_bug.cgi?id=127621 (a

We don't have a 4.1.5 blocker flag in Bugzilla, but I guess we can do 
without it if this is the only extra fix we will include - dictionary

macOS builds being uploaded to the dev area as we speak...
Linux 64bit builds being, well, built ;)

Please do. I don't think we have had a new regression report, not tied 
to something we are fixing in 4.1.5, for some weeks.
