   Multi-jobs run in parallel by default, see it [here](https://docs.github.com/en/actions/using-workflows/workflow-syntax-for-github-actions#jobs). Splitting into two jobs(like build and build-plugin), then they'll cover all the scope together and reduce total cost time.
   
   - build-plugin job proves `t/plugin` cases with preserving env variable value `true` or `on` etc
