This problem is related to the order of class loading:
DefaultAllocationManagerOption#getDefaultAllocationManagerType =>
DefaultAllocationManagerOption#getFactory =>
init NettyAllocationManager#EMPTY_BUFFER =>
init ArrowBuf =>
init BaseAllocator (line 74) =>
init DEFAULT_CONFIG =>
ImmutableConfig (constructor) =>
ImmutableConfig#getAllocationManagerFactory =>
BaseAllocator.Config#getAllocationManagerFactory =>
NPE
