During a component init, invoking a a reference to another component that has not yet being initialized should give a ServiceUnavailableException. Tuscany does not do that which causes SCA-J CAA test fail in JCA_4004

    Resolution: Fixed

Fixed in r826637. Needs OASIS fixes in TUSCANY-3324 and TUSCANY-3325 for the test to pass.
