Code/Concept Review for Draft PR Accumulo #2084

Hello everyone,

If anyone is free/willing to share their thoughts on my draft PR to fix an
issue with log recovery <https://github.com/apache/accumulo/pull/2084>. The
general issue that I am trying to solve has been detailed in the PR and in
the correlating issue, #2035
<https://github.com/apache/accumulo/issues/2035>.

This change is more aimed to be a proof of concept. There are possible cons
to this approach but before I proceed further I wanted to gather feedback
on it. Any other ideas on a possible solution are also welcomed.
