Eclipse plugin is not being detected

Hi there

I downloaded the Eclipse plugin support for J2EE1.2 which is was included in
the 27/06/2003 nightly 
build (<jakarta-cactus-integration-eclipse-runner-12-20030627.zip> ) .
Next, I copied the dir structure in to my plugin dir:
E:\eclipse\plugins\org.apache.cactus.integration.eclipse.runner_20030627

I then stop and start Eclipse which I note does not detect this new plugin
on startup

Q1: Do I need to rename the plugin dir structure to allow Eclipse to detect
this plugin or is there
anything else I need to do.  I have installed a couple of plugins now and I
note there is also normally an addition to the Features dir as well - is
this missing from the download
