Both dependencies are provided by the /reasoners/hermit and /reasoners/owllink modules.
Actually, hermit dependency is also affected by STANBOL-25, its functionalities should be replaced by Jena, according to STANBOL-185.
STANBOL-26 track the status of owl-link wrt licensing issues. Also there some work is going to provide it from a public repository.
