Track the labor expenses incurred to do the task/workeffort

Ability to track the labor expenses.  For example, this could be 15 persons doing the task for 4 days at x amount per day per person.  

Any ideas? how to go about this. 

Can the WorkEffort  have a relation to the payments made?
