[PR] chore(ci): fix CI pipeline security issues reported by zizmor [solr-docker]

Fixes CI pipeline security issues reported by [zizmor](https://docs.zizmor.sh/)
- set `persist-credentials: false` everywhere
- use full hashes instead of `@v1/v2/v3` etc.
