[jira] [Updated] (HBASE-14975) Don't color the total RIT line yellow if it's zero

Andrew Purtell updated HBASE-14975:
-----------------------------------
    Fix Version/s: (was: 0.98.17)
                   0.98.18

This was marked as fixed in 0.98.17 but looks like another local cherry pick I didn't push up and instead was lost. Pushed now. Fix version changed to 0.98.18.

> Right now if there are regions in transition, sometimes the RIT over 60 seconds line is colored yellow. It shouldn't be colored yellow if there are no regions that have been in transition too long.
