allBuild compilation problem

Hi all,

Just a small compilation problem with the updates for preferences. The 
registry is now dependant on the prefs API so it should be moved up when 
compiling with the allBuild goal. I had a weird problem today because it 
was using the prefs API JAR from the bluesunrise repository that isn't up 
to date either.

Anyway I think it would be best if we exchange the two reactor calls in the 
top maven.xml file to avoid this problem.
