HTML and attachments

I just upgraded to latest spamassassin (2.70-cvs) and noticed that
alleged spams are not being sent as attachments anymore. I tried with 
'report_safe' as 1 and 2. The problem is that spamassassin is enclosing
the whole message, attachment and all into one html document. So,
instead of seeing an attachment, you see the message in the report body.
I have dug through documentation and the config files and can find no
way to fix this other than downgrading.
