mod_tcl git repository ready

Also mod_tcl moved into its new git based home. The repository name is 
tcl-modtcl.git (I proposed tcl-mod_tcl.git but the name was 
automatically mangled by GitBox), thus the URLs are

https://gitbox.apache.org/repos/asf/tcl-modtcl.git

and

https://github.com/apache/tcl-modtcl

I had no answer from David about his intentions about preserving also 
mod_dtcl in a git repository
