Review request: Gradle build improvements

Hi all,

Can someone please provide a review for these PR's ?

   - fully tested:
      - https://github.com/apache/kafka/pull/23169 KAFKA-20943 Develocity
      related Gradle plugin versions are updated
      - https://github.com/apache/kafka/pull/23193 MINOR:
      `gradle-versions-plugin` reference has been moved from `build.gradle` to
      `settings.gradle`
   - fully tested on Linux (will try to test on Windows ASAP):
      - https://github.com/apache/kafka/pull/23167 KAFKA-19762 Gradle
      feature for reproducible archives is turned *ON*

   dependency is dropped in favor of Eclipse JGit

   for reproducible archives is turned *ON*
   - https://github.com/apache/kafka/pull/23426 KAFKA-21126 version updates
   for build and project dependencies; gradle-versions-plugin reference has
   been moved
