   **Describe the bug**
    Get tablet meta from tablet meta url may missing some rowset info
   
   **To Reproduce**
   execute some insert stmt, and wget tablet meta from url, , for example, wget  http://192.168.1.20:8040/api/compaction/show?tablet_id=23024&schema_hash=1701652694, and you will find the tablet meta not include the newest rowset meta infos.
   
   **Expected behavior**
   get tablet meta info include all rowset in memory
