Dynamic Reservation RFC

Hi All,

I have put together a high-level proposal for enabling Dynamic Reservations
<http://mesos.apache.org/documentation/latest/reservation/> in Aurora. It's
an RFC, so please feel free to express comments, suggestions, or concerns.
