JetSpeed 1.4 final packaging - duplicate jars cause problem

Final JetSpeed release 1.4 added hsqldb.jar to /lib directory.  

With this change, using jetspeed.jar for merging it with jportal tutorial 
causes the following error:

java.util.zip.ZipException: duplicate entry: WEB-INF/lib/hsqldb.jar

I resolved it by removing hsqldb.jar from JetSpeed /lib directory before 
building JetSpeed war and jar files.  After that build of jportal went OK.

Is it the right way to address the problem?
