[PATCH] Update the syntax section of mod_userdir and added example config to public_html howto page.

The /manual/mod/mod_userdir.html#userdir page has an example showing:

Userdir public_html /usr/web http://www.foo.com/

The syntax isn't inline with this example and other pages with directives  
that have multiple values. I changed the syntax to be consistent with the  
example on the page and with other like pages.

For /manual/howto/public_html.html page, I added a multiple value config  
example since there's an example in /manual/howto/public_html.html showing  
multiple values.
