   Because： 
   1. consul pkg needs specific grpc version，which is conflict to our other dependencies. We need to replace grpc vertion to 1.2x to fix it.
   2. consul's registry data has length limit
   3. There is few 3.0's consul users.
   
   We will support consul as registry in dubbogo1.5.
   Does your company use consul registry with dubbogo 3.0?
