beans.xml parsing is broken in openejb-4.6.0/tomee-1.6.0

AlternativesManager.java:90
o.a.openejb.cdi.CdiScanner#init: 175

we have the same <alternative> defined in 2 different beans.xml. This is not only perfectly fine by the spec but also required in a few containers!

We've fixed this a long time ago in OWB, the problem here seems to be the CdiScanner.
