> When RpcClient is instantiated, it runs a ServiceInfo OmRequest.  From the ServiceInfo the RpcClient sets the certificates used by the xceiverClientManager for the input streams.  Should the certificates returned by the ServiceInfo OmRequest be empty, current it results in a NPE.  This Jira is to address this NPE condition.
