[users@httpd] Limit Download managers maxing out connections. Limit based on IP?

Hello,

Server version: Apache/1.3.27 (Unix)  (Red-Hat/Linux)

I am having trouble with users and download managers sucking all available connections for my site.  Is there a way I can limit the number of connections per IP.  The username and password is used by a number of legit persons.  It just so happens that a few of them are initiating excessive number of connections.
