IBM WebSphere 3.5 and Apache Soap 2.3.1

I've installed the Apache Soap 2.3.1 as per the instructions for
installing with WebSphere 3.5

I am using version 3.5.5 of WebSphere Advanced server.

When I point my browser at http://localhost/soap I get the page that
ask what would you like to do.

When I select the Admin option, I get the page that has List, Deploy
and UnDeploy.  

Now the problems begin.  It doesn't matter which one I choose I always
get the main soap page asking what I would like to do.

What do you think is wrong? and 
What should I get when I select Deploy.
