Description:
This is an umbrella jira for all Knox management APIs. Subtasks will track specific API implementations.

Need an administrative REST API for things like shutting down the server. All these APIs should be protected via authentication at a minimum.
Requirements:
* Provide the server version number (no authentication/authorization)
* Provide a list of available topologies (authorized)
* Return a details for a given topology - including the services for the represented cluster
* Undeploy a topology
* Deploy a topology
* Shutdown the server
* Change gateway-site.xml
* Change gateway-log4j.properties
