Solr 4.0 has not yet been released.

Solr 4.0 refers to the next hypothetical release off of the [[http://svn.apache.org/viewvc/lucene/dev/trunk/|common trunk]] that was created after it was decided that the development of Solr and Lucene-Java should be more tightly integrated, (the version number comes from following the Lucene-Java release version convention)

If you found a link to this page in some documentation it was there to alert you to the fact that it described a feature that is expected to be included in the Solr 4.0 when it happens. Jira can show you [[https://issues.apache.org/jira/browse/SOLR/fixforversion/12314992|issues that people have (or hope to) incorporated into the 4.0 release]].
