I've had similar errors deploying in Tomcat.
For me, the problem was duplicate log4j jar files.
 
Check if there is a log4j.jar on the global classpath.. or try removing your log4j.jar
to see if it picks up with a global one.
I ended up having a log4j.jar in my tomcat/lib dir   as well as my webapp/WEB-INF/lib dir
and it didn't like that.
 
otherwise..  check your jar and be sure org/apache/log4j/Layout.class is in it.
if not you probably need to update the jar.
 
I know it's not much but I hope it helps.

	What is  really hurting me is, the same code and  lib works on my
	windows2000 works station on jbuilder7 and (jrun4 or tomact4.03)
	
	it also works on jrun4 on linux with out the torqueInit servlet and the
	libs for torque.
	
	I can imagine the problem is with the log4j classes, but it works on
	tomcat and jrun4 on windows!
