In this proposal I suggest a mechanism of publication templating using the fallback concept.

Publication templating means:

* There is a publication {{my-pub}}.
* It depends on a list of templates {{my-template-1}} to {{my-template-n}}.
* If a file does not exist in {{my-pub}}, it is searched in {{my-template-1}}, {{my-template-2}}, and so on.
