Please review, [~tdsilva]. This patch:
- ensures that the partial index rebuilder works under heavy load
- moves the logic to sort by time stamp into Indexer
- doesn't write to WAL during index rebuilding
- use thread local to carry state between coprocessor calls (due to lack of alternative)
- adds a bunch of high concurrency and other corner cases for the index rebuilder
