@junichi11 the ASF has pretty good summary here: https://www.apache.org/legal/src-headers.html#faq-exceptions (TL;DR: test data can omit the header if the test would fail if it is added), so in general testdata should hold the license header. In general adding the header is a problem where either a direct comparisson between generated text and a reference text is done or where fixed file offsets are used to find elements in the file.
