[DISCUSS] cordova-android 10.0.0 Major Release

Does anyone have any reason to delay a cordova-android major release (10.0.0)?

Any additional outstanding changes to land?

If not, I will start the release process shortly.

There are 15 days left before August where some of the new Google Play requirements become in effect.

It would be great to get a release out as soon as possible to start receiving feedback from end-users that might create action items.
