More Code Quality Monitor Service: Codacy

Hello Kylin Developers:

A new code quality monitor service Codacy is enabled for Apache Kylin, you
could check the detail report from https://www.codacy.com/app/
kyligence-git/kylin/dashboard

For each commit, you could figure out how many new issues are introduced.

The Codacy badge is added at the Kylin github page:
