   * Dubbo version: branch 3.2 
   * Operating System version: macos 
   * Java version: jdk17
   
   ### Steps to reproduce this issue
    reproduce this issue:
   
   ```
   class OrderedPropertiesConfigurationTest {
   
       @Test
       void testGetPropertyFromOrderedPropertiesConfiguration() {
           FrameworkModel frameworkModel = new FrameworkModel();
   
           ApplicationModel applicationModel = frameworkModel.newApplication();
   
           ModuleModel moduleModel = applicationModel.newModule();
           ModuleEnvironment moduleEnvironment = moduleModel.modelEnvironment();
   
           Configuration configuration = moduleEnvironment.getDynamicGlobalConfiguration();
           // MockOrderedPropertiesProvider2  initProperties
           Assertions.assertEquals("999", configuration.getString("testKey"));
       }
   }
   
   ```
   
   ### Expected Behavior

   except get value : 999
   
   ### Actual Behavior
   
   actual get value: null
