notice of JIRA changes

I have renamed "1.0-final" to "1.0-rc3" and created a "1.0" JIRA version.
 
This may just be symbolic, but I was thinking that it would be worth
releasing a "bug-free" 1.0 RC3, re-releasing as 1.0 if everything looks ok.
 
As this has just been renaming it shouldn't affect anyone's query set ups
and can be changed back if anyone objects.
