Xavier (and others),
I have an agreement on file as an apache committer, and would like to be given karma to commit to the ivy project.
Any particular process I need to follow?

The same process as for any other ASF project. Provide patches until
the existing committers are tired of committing them and vote to grant
you karma. 8-)

yes, this is an important point. It is more important to get involved
with the community so people get to know you than to create tons of
code.

We once had an Ant committer who gained the communities respect and
trust just by being involved with the user list and discussions on
future directions. She hardly ever committed any code changes, but
was a very important asset of the committer base.

mmm...it's not related to being in the incubator or not. It's a general
rule.
No one wants to come to a point where there is conflicts between users,
and there starts to be some -1 flying around because changes are made
without any consultation or global direction and understanding how the
concept of community works.
So it is better to 'know people' before granting them commit rights,
just like you prefer to give your car keys or apartment keys or camera
lenses to people you trust rather than complete strangers you meet in
the street.
It's generally never a problem a 'technical skills' but more about
knowing that the user is able to figure out his limits and will fit in
without any issue and not cause problems. (should it be technical or
social).
So technically speaking for example I'm supposedly a mentor for Ivy but
doing a very bad job at it and not very active and I haven't had time to
catchup with the backlog for a couple of weeks, so it would be unfair
for me to even ask for commit rights since I'm not very active, even
though I'm using Ivy everyday . :-)

I think the question could better be answered by Ivy mentors, since my
experience with Apache rules is very limited.
From my understanding, to get commit rights on a project you need to
become an official committer, and this requires a vote by the PPMC.
AFAIK, to get voted in as a committer you first need to demonstrate
your contribution to the project (be active on the lists, contribute
patches, ...). Don't get me wrong, I'd be more than happy to see more
people with commit rights. But on the other hand as an incubating
project I think we need to be very careful with the Apache rules.
So, mentors, could you tell us more about that?
