Note this removes {{{stat}}} and {{{test}}} endpoints from the HTTP UI.

> {{proxy/StatSystem.cc}} contains the old metrics code that was used prior to {{librecords}}. We don't need this any more since {{librecords}} exists. There's also some small performance gain from removing the duplicate metrics.
