   Assuming the tenant tree looks like:
   
   - root
   -- tenant 1
   --- tenant 1.1
   
   I think it would be a good option to either:
   
   a. see all the users explicitly assigned to tenant 1 (as it does now) or 
   b. have to option to see all users in the scope of tenant 1 (which would include tenant 1 and tenant 1.1 users)
