attaching a starting point that:
 * rips out all the dead/commented out code
 * ports the basic logic over to SolrCloudTestCase
 ** eliminating any comparisons with "control" collection and using specific asserts as well
 * implements a new more generalized utilitied for "checking shard consistency"
 ** that should probably begeneralized even more and refactored into CloudInspectUtil

I still want to beast this more, but first {{testThatCantForwardToLeaderFails}} really needs to be re-written ... as is it's not really testing anything useful.
