Log:
Link to the PMC FAQ mainly for its description of the role of the chair.
Link to the ASF Bylaws and make sure that the PMC is aware of them.
Make it a duty of the PMC to care for the community.
Remove the entry in the Actions table about changes to project bylaws,
because the chair has the task of establishing the rules.
