Schema CR support in CVS

The remainder of the code to support the CR changes described below was
checked into CVS this past Friday.
We are now working on further testing of these changes as we try to get a
build ready that contains this support.

Hi everyone,
Elena, Neil and I have been working on getting xerces-1 up-to-date wrt to
the CR draft of the schema specification (for features already supported in
the parser).    We hope to commit the remainder of our changes in CVS this
week... we'll let you know when that happens.   We are targeting the next
xerces build, with the CR behaviour enabled, in a couple of weeks time.

If you have schemas that currently adhere to the April draft, you may want
to start working on migrating them.    complexType and simpleType will
change a fair bit, although there are other changes as well.   For those
who have the CR draft, the changes will include the following items from
the Structures spec, Appendix J:  J.1, J.2, J.3, J.4, J,7, J.8, J.9, J.10,
J.19.
