Send partial response to requests with a decoupled response endpoint, before the request is dispatched to the implementor. This partial reponse would be realized by for example a HTTP 202 Accepted response message, containing a SOAP envelope with headers but an empty body. This "partial" envelope would for example allow WS-RM to send timely ACKs when the acksTo endpoint is anonymous.
