RunAsAService fails if I log in and then logout the service stops

I have added the Tomcat program as a service on my NT4 server. This non-
interactive service will shutdown after I login, maybe to do some 
administration, then logout it shuts down the Tomcat service. I have used 
SRVANY.exe available through the NT4 Resource Kit. Why does it shutdown a non-
interactive app when I log out of the server console? HELP
