Don't forget the ProxyPassReverse

localhost != 192.168.1.158, so your request never reaches the second Apache.

Second Apache should have:

NameVirtualHost *:8080

<VirtualHost *:8080>

>    </VirtualHost>

OK - have eventually got my setup to work thanks to a combination of 
suggestions from Chris, Joshua and Joost. FYI my final working 
configuration is shown below


   -- Server 1 (httpd.conf) ---------------------------
   Listen 80
   Port 80
   ServerName blinky

   NameVirtualHost 192.168.1.158:80

   <VirtualHost 192.168.1.158:80>
	  ServerName original-url.blinky

	  ProxyPass / http://original-url.blinky:8080/
	  ProxyPassReverse / http://original-url.blinky:8080/
   </VirtualHost>
   ----------------------------------------------------

   -- Server 2 (httpd.conf) ---------------------------
   Listen 8080
   ServerName blinky

   NameVirtualHost *:8080

   <VirtualHost *:8080>
	  DocumentRoot /onboard_it/test-website
