How to make pluto work with jetspeed?

I'm new to jetspeed so please bear with me. I know
pluto is embedded in jetspeed, but I don't know how to
make it work. Is there any way to run pluto on tomcat,
something like http://localhost:8080/pluto/portal ?
What kind of preparations do I need to do in order to
enable pluto? 

And anyone know how many account registrations can
jetspeed handle (like a million)?
