Need one more vote for each of the four new plugin releases

Hi Committers,

If you haven't already, please take a moment to examine the four open
votes, one for each of our ManifoldCF plugins.  We just need one more
vote each to wrap them up.  All that is really still needed is:

- check signatures
- make sure the README's, NOTICE's, and LICENSE's seem sensible

There have been essentially no functional changes over previous
releases - just packaging (with the sole exception of the Solr 4.x
plugin, where exception handling had to change slightly).
