From my point of view, the correct fix is:
1) PageMemoryImpl#beforeReleaseWrite - save real page ID (can be read via PageIO#getPageId) to PageSnapshot instead of the passed one. We can also assert here that passed effectivePageId is equal to saved inside page.
2) GridCacheDatabaseSharedManager#restoreMemory - when processing PAGE_RECORD, acquire writeLock with restore = true flag (this will enforce skipping of tag check).
