On e.g.,
http://httpd.apache.org/docs/2.2/en/mod/mod_mime.html#addcharset
http://httpd.apache.org/docs/2.2/en/mod/mod_mime.html#multipleext
file extensions like .html, .txt etc. are mentioned.

But also the null extension, i.e.,
bla/bla/Makefile
needs to be mentioned.

Mention if "" is how to specify them.

In https://bugs.chromium.org/p/chromium/issues/detail?id=1104431
we see with no way to set the charset, chrome defaults to latin1,
with no way to change it for the person using the browser,
unless via a chrome extension.
Hence the Apache documentation should cover files with no .txt, .html, etc.

Also mention how to specify filenames like:
"Makefile." with a just a dot at the end.
