I have traced this to line 1176 in server/core.c:
arg = ap_server_root_relative(cmd->pool, arg);
which returns a NULL if a directory does not exist.
When line 1178 in server/core.c is reached, this NULL is passed to
ap_is_directory as a parameter:
if (apr_filepath_merge((char**)&conf->ap_document_root, NULL, arg,
APR_FILEPATH_TRUENAME, cmd->pool) != APR_SUCCESS
|| !ap_is_directory(cmd->pool, arg)) {
which causes the crash.
